The test took place in cooperation with "Wiener Zeitung", the Official Journal of the Federal Republic, which was also responsible for hosting the application.
The test addressed Austrians abroad and residents, who were informed via mailing lists of Austrian consulates and Austrians abroad associations. The procedure followed postal voting: (1) Application for an electronic voting card and (2) online vote casting.
From 25/09/2006, 0:00 am to 11/10/2006, 12:00 pm participants were able to register and obtain an electronic voting card, which could be used to cast a vote from 12/10/2006, 0:00 am to 14/10/2006 5:00 pm (all times CET). Participants were able to vote on potential improvements in the Voting Regulations for Austrian citizens abroad.
On October 14, 5:00 pm, the election committee terminated vote casting and opened the electronic ballot box. Since this was a scientific test, the result of the vote was not binding. The members of the election committee were:
Prof. Gabriele Kotsis (President of the Austrian Computer Society)
Dr. Horst Breitenstein (Vice Dean Univ. Economics and Business Administration, Vienna)
Dr. Andreas Unterberger (Chief editor "Wiener Zeitung")
On the same day, an e-voting symposium took place, providing an overview of e-voting initiatives in Europe.
